Tolman ‘Tom’ Cotton, senior

The father of Rose Cotton

A respected Hobbit of the Shire, who played an important part in rallying the Shire-hobbits during the last days of the War of the Ring. He became Sam Gamgee's father-in-law through his daughter Rose.

As an English name, 'Tolman' means 'toll man', a collector of tolls. It seems unlikely, though, that this Hobbit's name is intended to have quite such a literal meaning, and probably has more to do with following the naming patterns of his ancestors, who had names such as 'Holman' or 'Cotman'.
