Khazad-dûm (or Moria1) probably predates the First Age. The Dwarves deserted it in III 1981, but Balin and his followers briefly recolonised it between III 2989 and III 2994

The Dwarves of Durin's Folk who with Durin the Deathless founded Moria, and dwelt there for long ages until the awakening of Durin's Bane.

The name 'Moria' ('Black Chasm') is most commonly used to describe Khazad-dûm only after it had been abandoned by the Dwarves. By that definition, though, the phrase 'Dwarves of Moria' would be a contradiction in terms, and so 'Moria' here must be taken as a simple synonym for 'Khazad-dûm'.
