A cousin of Bilbo Baggins, Hugo was the son of Bruno Bracegirdle, and hence the nephew of Bruno's sister Lobelia Sackville-Baggins. He was thus, strictly speaking, Bilbo's first cousin, once removed (being born in the year III 2950 - or S.R. 1350 - he belonged to the generation after Bilbo).
Hugo would have been fifty-one years old at the time of Bilbo's famous Farewell Party of III 3001 (S.R. 1401), to which he was invited (as were all his family, including his aunt Lobelia). Hugo not only attended the party itself, but was also among those chosen by Bilbo to receive special gifts on the following day. Hugo had a habit of borrowing books and then failing to return them, and Bilbo recognised this with his choice of gift: an empty book-case.

We have only a date of birth for Hugo Bracegirdle, but we know that he was present at Bilbo Baggins' Farewell Party - indeed, Bilbo left a gift for him - so he lived at least until the age of fifty-one. Assuming he enjoyed a typical Hobbit lifespan, he would have survived for several decades after this, living on into the early Fourth Age.

The modern name Hugo is a latinised version of Germanic Hugh, meaning 'mind', 'heart' or 'spirit'. As used in the Shire, Hugo might represent a translation of a Hobbit-name with a similar meaning, or it might represent a version of an actual name used by the Hobbits (which would probably be Huga following their usual naming conventions). It might also, quite possibly, carry no meaning at all.
