After the loss of Amroth, the rulership of Lórien was taken up by Celeborn and Galadriel; the Silvan people of that land were known as Galadhrim, the tree people, hence this title of Galadriel.

It's unclear whether Galadriel and Celeborn came to Lórien immediately after the loss of Amroth, so the exact dating of this title is open to question. It seems likely that it would have come into use within, at most, a few decades of III 1981.
