An acquaintance of Bilbo Baggins, who was among the recipients of special gifts after Bilbo's Farewell Party. He was noted for borrowing books, but not for returning them, and Bilbo recognised this in his choice of gift: an empty bookcase. Hugo's father Bruno was the elder brother of Lobelia Sackville-Baggins, making Hugo Lobelia's nephew.
